The new HL and RC evaluation kits can be used to develop both software and hardware applications based on HL and RC embedded modules. The boards are sold as separate SKUs but use a common design with a number of component differences specific to the HL or RC modules. See the HL/RC Module Evaluation Kit  for more details.
