Adjusting Usage Limit for All Gateways

For on-premise AMMs, customers own their AMM. The admin user or an admin like user is most likely used to manage the API clients. The API clients would also most likely be assigned to the All Gateways group. However it is not possible to adjust the usage limit on the All Gateways group because it is not in the API Group Usage Control list.

The recommendation is to instead create a new high level group (eg. All_gateways) and move all of the existing groups under this new high level group. The API client would be defined as a member of the All_gateways group and can now have its rate limit adjusted accordingly.
